The Accountant Manager ensures a complete and efficient monthly close process. Directs HR Accounting groups in the coordination and completion of the annual Budget, interim financial reporting and other external reporting responsibilities. Continually monitors and implements internal controls as necessary to enhance confidence in the integrity of published financial statements and interim reports. Ensures accurate delivery of all internal and external financial reports by established deadlines. Identifies employee development opportunities to assist employees in delivering performance excellence within their current functions.
    • Deliver HR's financial reports accurately and by established deadlines.
    • Produce a monthly finance reporting calendar to ensure delivery of all internal and external reports by established dates.
    • Develops, implements, and monitors systems for financial reporting and general accounting.
    • Meets accounting financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
    • Reviews and analyzes financial information detailing assets, liabilities, and capital.
    • Installs, modifies, documents, and coordinates implementation of accounting control procedures.
    • Manages, reviews, and audits overall general ledger.
    • Manages monthly accounting close cycle; prepares month-end financial statement.
    • Participate in year-end audit meetings conducted by City of Houston's Controller's Office and work to ensure no outstanding audit issues, closing the gap on any identified issues in an expeditious manner.
    • Confirms financial status by monitoring revenue and expenses; coordinating the collection, consolidation, and evaluation of financial data; preparing special reports.
    • Maintains accounting controls by defining accounting policies and procedures.
    • Maintains financial security by establishing and following internal controls.
    • Maintains customer confidence and protects operations by keeping financial information confidential.
    • Secures financial information by completing database backups.
    • Reconciles financial discrepancies by collecting and analyzing account information.
    • Communicate effectively.
    • Ensure cross-functional knowledge within HR Finance by confirming development of well-written desk procedures for critical tasks and create a central repository for desk procedures.
    • Develop, motivate and adequately supervise financial staffWORKING CONDITIONSThere are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTSRequires a Bachelor's degree in Accounting, Business Administration or a closely related field such as Finance, with a minimum of 18 hours in Accounting.A Master's degree in Accounting, Business Administration or a closely related field with 18 hours in Accounting may be substituted for two years of the experience. EXPERIENCE REQUIREMENTSSix years of progressively responsible professional accounting experience, with two of the years as a supervisor, are required. LICENSE REQUIREMENTSNonePREFERENCESPreference will be given to applicants with:
      • Fifteen (15) years or more progressive experience in finance and accounting.
      • Knowledge of and skill in the use of enterprise resource planning systems such as SAP.
      • Knowledge of General Accepted Accounting Principles (GAAP).
      • Knowledge of Government Accounting Standards Board (GASB) Statements, Interpretations, Technical Bulletins, and Concept Statements.
