See Other Information for Locations Learn more about this agency Responsibilities WHAT DOES A SUPPORT SERVICES SPECIALIST, FACILITIES MANAGEMENT CONSULTANT DO? As a Support Services Facilities Management Consultant you will provide technical advice, consultation, and assistance to management on a wide range of program issues. You will be responsible for planning, analyzing, and implementing critical support services in the areas of space management, property management, safety, security, and other related programs. In this role, you will also work to identify program needs and perform a wide range of support services projects and analyze the issues involved assessing management and developing alternative solutions. As a Support Services Specialist, Facilities Management Consultant, you will: * Resolve difficult problems, and develop creative approaches and/or resourceful courses of action to deliver services.* Analyze issues, assess management or organizational needs, and develops alternative solutions. Administer contracts, the processing and certification of procurement documents, independently develop scopes of work, and track delegations, RWA (Requisition for Work Authorization), construction, and service contract funding.* Provide advisory/consultative services, and may also be involved issues of policy interpretation as well as precedence. Have responsibility for carrying out duties pertaining to one or more of the following support services programs: Space Management , Property Management, Safety, and/or Security.* Space Management - Develop work plans and project plans pertaining to office locations, leasing, space design and construction management. This includes: staffing levels, layout options, timelines for the preparation and completion of space, identification and coordination of tracking phases, budget, etc.* Property Management - Responsible for all facets pertaining to the availability, acquisition, use, storage, and proper disposal of property. This includes: ensuring equipment is properly recycled, stored, replaced, and/or disposed of in accordance with appropriate guidelines and/or EPA standards.* Safety - Plan, direct, and maintain comprehensive accident prevention, industrial hygiene, and/or fire protection programs. This includes: Implementing local Occupant Emergency Plans, emergency reference guides, and other technical material.* Security - Plan and manage physical security projects, evaluating procedures and systems for securing buildings, property, personnel, and documents. This includes: preparing training materials, ensuring continual updates are provided, and conduct Security Awareness Programs.* Other Programs - Serve as a key consultant in programs such as Public Transportation Subsidy, warehouse and shred contracts, Employee Resources Center work tickets, mailroom operations, Reasonable Accommodations, Fleet Management, Labor Service Contract, and other programs. This includes: Conducting analytical studies to determine cost/benefits factors, identify system deficiencies and develop recommended improvements. Qualifications You must meet the following requirements by the closing date of this announcement. GS-7 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience using methods and procedures for providing or performing a variety of functions and services such as, managing tickets (e.g., customer request such as locksmith services, furniture move) and working with support staff to resolve customer issues (e.g. workplace standards, furniture and equipment acquisition, safety, security, etc.)gaining cooperation and coordinating the work of others to insure the ticket process is completed; Experience using project management techniques such as assisting contracting officer by monitoring vendors, helping with a move, labeling boxes, direct movers to be completed. Communicating verbally and in writing to obtain and gather information from customers and other service providers. Examples of qualifying specialized experience include: Work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Budget administration, program analysis, or other work with support services programs to facilitate the work of an organization. Experience that included responsibility for directing a variety of support services and functions (e.g., typing, communications, mail processing, purchase of supplies/equipment and maintenance, property management etc.). Work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. OR You may substitute education for specialized experience as follows: Superior Academic Achievement may be met by having a Bachelors degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR 1 academic year of graduate education in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience using methods and procedures for providing or performing a variety of functions and services such as, managing a program (e.g., motor vehicle program, mailroom services program) and assisting with other facility programs to resolve customer issues (e.g. workplace standards, furniture and equipment acquisition, safety, security, etc.) Experience planning, organizing, and controlling work assignments(e.g., managing a segment of a move project) and coordinating the work of other service providers (e.g., vendors, technology experts) Experience with project management techniques sufficient to plan, execute and monitor work assignments and/or special projects. Communicating verbally and in writing to obtain, gather and handle sensitive information from customers and other service providers, maintain project documents; and maintain harmonious relationships with all parties, OR You may substitute education for specialized experience as follows: a Master's or equivalent graduate degree or 2 full academic years of progressively higher level graduate education leading to a graduate degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with a range of concepts practices, regulations, policies and precedents associated with support services programs (e.g., IRM, MOU, Treasury and Agency directives, Occupancy Agreements between GSA and IRS,); Experience with project and lease management techniques sufficient to plan, execute and monitor work assignments and/or special projects; using methods and procedures for providing or performing a variety of functions and services to plan, organize, and control work involving managing programs (e.g., shred program, labor services program); and managing other facility program; Consulting methods and communicating techniques both verbally and in writing to consult, cooperate, coordinate and negotiate tactfully and persuasively with others in resolving issues which can be sensitive and controversial in nature, maintaining invoices, paying customers and updating reports OR You may substitute education for experience as follows: a PH.D or equivalent doctoral degree or 3 full academic years of progressively higher level graduate education leading to a doctoral degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. * The experience may have been gained in the public sector, private sector or Volunteer Service.
