PN# 25853: DEPUTY ASSISTANT DIRECTOR (EXE LEV) - Grants ManagementESSENTIAL DUTIES: Under the leadership of the Assistant Director of the Capital Projects and Grant Management Branch, the Deputy Assistant Director position will lead and manage the operations and staff of the Grant Management Section. Oversees grant support services for Houston Public Works (HPW) including opportunity identification, application development, agreement execution, compliance, reporting and closeout functions. HPW, currently implementing approximately $500 million in grant funded capital projects, is seeking to more than double this figure to meet the infrastructure needs of our residents. The Deputy Assistant Director will coordinate resources across the Department to successfully secure and administer these additional grant funds in full compliance with local, state and federal regulations. Responsibilities of the Deputy Assistant Director include but are not limited to:

  • Work with the City's Government Relations teams to advocate for grant funding.
  • Monitor federal and state legislation which could result in grant opportunities
  • Monitor all agency rule making on grant funding
  • Implement a coordinated approach to grant development and administration for transportation, stormwater, and public utility projects
  • Oversee and manage staff and consultants to administer HPW Disaster Recovery grant activities including FEMA Public Assistance, Hazard Mitigation, and Flood Mitigation Assistance programs
  • Support HPW emergency operations and disaster recovery through cost tracking and document management/controls to ensure maximum eligibility for reimbursement of incurred costs
  • Coordinate with external funding agencies, local partner agencies and City staff to ensure compliance with grant funding agreement conditions and Single Audit/SEFA reporting requirements This is a Houston Public Works Emergency Management position at the Tier 2 Level.Job Requirements:EDUCATIONAL:Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.Directly related professional experience may be substituted for the education requirement on a year-for-year basis. EXPERIENCE:Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.Preference will be given to applicants that possess:
    • Demonstrated experience applying for and administering FEMA, HUD, EPA and USDOT grants and loans, particularly involving multiple partner applicants and/or alternative methods of project delivery
    • Good verbal and written communication skills
    • Significant management and organizational leadership experience**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**SELECTION/SKILLS TESTS REQUIRED None.However, the Department may administer a skills assessment test.
