Job Description:

JOB FUNCTIONS AND KEY RESPONSIBILITIES:

  • Develops an integrated learning infrastructure that assures learning and development opportunities to equip employees and supervisors with skills needed now and in the future.
  • Responsible for the oversite and management of Targa's Analyst Development Program providing and implementing program initiatives and improvements for recent college graduates and interns that meet Targa's current and future business needs.
  • Manages and implements required Compliance Training across the organization, such as, Annual Code of Conduct training, federal and state required training and assures the training properly aligns with Targa's Policies by modifying/authoring training material as required.
  • Owns, develops and reports on Social initiatives for Targa's annual Environmental, Social and Governance (ESG) report, working closely with the Sustainability team and other related departments. Such initiatives include Diversity and Inclusion, Talent Development etc.
  • Prepares and presents executive summaries and reporting including at times performance management metrics, including overviews on key risks, talent and skill gaps.
  • Directs projects and programs with cross-organizational teams on needs assessment, design, development, implementation, reporting, and continuous improvement of leadership and employee learning solutions.
  • Collaborates with management on development strategy and ensures alignment of program priorities with the business.
  • Develops and/or assists with the development of new methods and processes for improving Human Resources program operations.
  • Develops implements and evaluates ongoing training programs; recommends and implements changes to increase effectiveness and relevancy.
  • Collaborates with business leaders on workflow, administrative activities and logistics necessary to deliver successful development programs and activities.
  • Provides guidance, consulting, organization, and development expertise throughout the organization.
  • Responsible for other assigned Human Resources projects as defined by management.

    MINIMUM ESSENTIAL QUALIFICATIONS:
    • Knowledge of and ability to apply learning theory and principles for the design, development and delivery of effective training materials.
    • Excellent writing and critical thinking capabilities.
    • Knowledge and understanding of talent management and succession planning theories and concepts.
    • Bachelor's degree or higher in Business Administration, Human Resources, Organizational Development or related discipline. Master's degree highly preferred.
    • Minimum of 10+ years of experience in Organizational Development and a Human Resources Business Partner role (or closely related field) in a leadership capacity, overseeing multiple areas within Human Resources such as Recruitment, Onboarding Administration etc. .
    • Requires excellent communication skills, verbal and written including presentation skills to multiple levels of the organization, including Senior Executive Management.
    • Experience designing, implementing and administering learning and talent management systems preferred.
    • Ability to lead the design, development and implementation of Human Resources programs, policies and strategies tailored to meet goals.
    • Prior leadership experience overseeing multiple disciplines within Human Resources strongly preferred.
    • Strong skills in Microsoft Office - Word, Excel, Powerpoint etc. as well as utilization of HRIS applications.
    • Demonstrated expertise in developing, designing and implementing comprehensive plans for learning systems.
    • Strong leadership, communication, and advanced project and program management skills.
    • Superior relationship management skills, including competency in vendor management.
    • Advanced project management and strong program management skills.
    • Ability to understand and interpret Key Performance Indicators (KPIs), Performance Metrics and Measurement strategies.
    • Advanced facilitation and consulting skills.
