The mission of The University of Texas M. D. Anderson Cancer Center

The primary purpose of the Chief Design Engineer (Civil) position
is to provide institution wide civil engineering and facilities
management support including facilities planning, forensic
analysis, design and specification development, construction and
project management, construction and facilities service contract
development, grounds and landscaping services and maintenance,
repair and operations services related to Houston campus area's
site infrastructure and grounds and the building envelope and
ancillary building support systems for all institutional buildings
including the Science Parks.
JOB SPECIFIC COMPETENCIES
Facilities Management, planning, and project support Facilities
Management: Oversight of the facilities operations providing
support services affecting site infrastructure, grounds and
landscaping, building envelope and ancillary building support
systems institution wide. Provides supervision, direction and
mentoring to professional and operational support staff, develops
the overall facilities management program to ensure continuity with
and support of the institution's strategic objectives. Manages
fiscal and equipment resources within budget parameters to focus
maximum support on mission critical requirements. Facilities
Planning - Building Envelope and Site Infrastructure Systems:
Develops capital and minor construction repair plans for site
infrastructure and the building envelope and ancillary support
systems. Conducts institution wide facility condition assessments
related to the annual development of the UT System's Facility
Repair and Renewal Model to assess facilities readiness conditions.
Project Management Support: Provides the Facilities Management
Division with support engineering services from FAR evaluation
through construction on projects that effect site grounds and
infrastructure, building envelope systems, civil engineering
systems and ancillary building systems institution wide.
Civil Engineering Support Serves as the chief design engineer
(civil) for the institution. Provides in-house consultation
services regarding design, construction, and regulatory life safety
and environmental issues to the Facilities Management Division.
Provides full forensic services for related building system
failures in the conduct of normal operations. Maintains civil
engineering and facilities management proficiency to ensure cost
effective and efficient support service and that capital
construction projects meet building and professional/industry code
standards. Environmental Health and Safety Support: Provides
consultation and support to the Executive Director, Environmental
Health & Safety, in compliance and risk management issues related
to fall protection, lifting systems, fire investigations and storm
water system management. Works directly with EHS staff to support
program and safety initiative development.
Disaster Preparedness and Contingency Planning Maintains an
equipment response suite to support post disaster operations.
Provides disaster preparedness planning services related to site
infrastructure and building envelope systems. Serves as the
recovery leader for those related systems after a natural or
manmade event. Serves as the primary triage engineer for any civil
engineering system related damages.
Other duties as assigned
Required: Bachelor's degree in a Facility Engineering field. Eight
years of engineering design experience, with emphasis on design of
facility mechanical systems and with three years supervisory
experience. Successful completion of the LEADing Self Accelerate
program may substitute for one year of required supervisory or
management experience. Registered Professional Engineer (P.E.),
State of Texas. Must pass pre-employment skills test as required
and administered by Human Resources.
Preferred: Registered Professional Civil Engineer (P.E.), State of
Texas or the ability to acquire by reciprocity within six months of
appointment. A minimum of five years' experience in the management
of a facilities maintenance and construction program at an
academic, healthcare, government or industrial facility.
Onsite Presence: Is required in a hybrid model role as determined
by the RAF FM Operations AVP
