Assist Department Director in establishing, interpreting, and
enforcing policies and procedures for City/departmental operations.
This position directly reports to the Chief Operating Officer and
provides senior leadership to the Customer Account Services Service
Line of Houston Public Works. This is a highly independent and
responsible executive level position that plans and directs the
day-to-day operations of water utility metering, infrastructure
maintenance, billing, collections, and customer service.
- Supervises and coordinates the administrative activities within
a City department.
- Monitors departmental operations to ensure effective
coordination, information flow, and policy compliance.
- Develops and recommends plans, policies, and programs designed
to improve departmental and Citywide efficiency and effectiveness;
resolves inter-departmental operating problems.
- Efficient and effective management of the meter to cash process
to optimize the customer experience while ensuring timely receipt
of revenues to the Combined Utility System.
- Develops and implements business processes that optimize meter
to cash outcomes while enhancing the customer experience.
- Develops and executes annual budgets and capital improvement
needs to support long-range planning and operational plans that
support the department's long-term business strategy.
- Assesses and manages the principal financial and operational
risks in the meter to cash process.
- Provides leadership to ensure timely resolution of complex
customer billing concerns.
- Directs and coordinates the implementation of policies and
procedures in compliance with city Charter and ordinance
- May meet with the employee, governmental, business,
professional, civic, and other groups to discuss, interpret and
explain City/departmental policies, programs, and objectives.
- May have Citywide responsibilities and authority over various

discretion about walking, standing, etc.
This is a Houston Public Works Emergency Management position at the
Tier I Level.
Requires a thorough understanding of both theoretical and practical
aspects of an analytical, technical or professional discipline or
the basic knowledge of more than one professional discipline.
Knowledge of the discipline would normally be obtained through a
formal four-year degree from a college or university or an
equivalent in-depth specialized training program that is directly
related to the type of work being performed.
More than ten years of experience are required in progressively
responsible professional work directly related to Public Works
operations, with at least four years in a management capacity.
Preference will be given to candidates who possess at least ten
years of Customer Billing experience.

such persons possess qualifications necessary for competent
discharge of the duties involved in the position applied for, such
persons are among the most qualified candidates for the position,
and all other factors in accordance with Executive Order 1-6.**
