Job Description:
Title:Senior LNG Pre-Commissioning and Commissioning, Start-Up
and Operation ManagerSenior LNG Pre-Commissioning and
Commissioning, Start-Up and Operation ManagerYou will be
responsible for start-up and plant operations activities including
equipment and system checkout, inspection for proper installation,
review for correct design, and calculation of expected system and
equipment operating parameters under temporary start-up conditions.
You will Coordinate start-up operations, including the direction of
craft, and all other start-up activities such as flushing, chemical
cleaning, and initial equipment and system operation. You will also
coordinates performance tests and calculates test results and heat
balances. You will be performing calculations required to properly
evaluate design changes, provides engineering reports for the
engineering department to assist in design change preparation.
Works with client at the site. With general autonomy, you will
establish and maintain the technical standards within the
discipline. You will conceives and develops creative/innovative
technology critical to the company's success. You will be
responsible for extensive and complex programs requiring staff and
resources of sizable magnitude. Your job role is independently
accountable for a large staff or support arm of the organization or
a single profit/loss or revenue center, major product line, or
support function. Your skills are typical acquired through an
undergraduate degree in Engineering and a minimum of 15 years
related experience, with average experience of 20+
years.Responsibilities Oversees all activities during
Commissioning, Start-up, Operations and Maintenance of the complex
up to Transfer to the Client. Manages and controls PC&CSO
activities to achieve desired targets in conformity within
established cost, quality, schedules, process performance and loss
prevention Will commence activities in the engineering office and
transitions the Project Site for the management of PC&CSO
activities of the Complex as required Safety Mandate, ZERO HARM to
ensure safe and efficient operation of the facility for all
personnel as well as the equipment. Ensures that personnel and
safety issues are given priority to maintain a safe and efficient
working environment. Implements and enforces process safety
management policy and procedures in respect of the facility;
process safety information, hazard analysis, safe
operations/Maintenance Training, subcontractor compliance, plant
integrity, work permits, emergency planning and response Acts as
the initial contact for Technical Interface Managers for PC&CSO
queries and resolutions and performance Tests. Ensures that the
overall manpower requirements for the complex are met to satisfy
production milestone objectives. Develops and optimizes the overall
PC&CSO Schedule, ensuring a smooth transition from Construction
Completion (CC) to Handover to the Client at Substantial Completion
(SC) Oversees the development and implementation of the plant
operation and maintenance procedures. Ensures qualified personnel
participate in P&ID Reviews, HAZOP and Model Reviews
identifying Operability, Maintainability and Start-up issues and
concerns Ensures the implementation of the Completions Database
Software, Philosophy and Team are in place to facilitate Project
Tracking and Timely Completion Ensures that PC&CSO Spares are
available and adequate, acquired, received and inventoried ready
for use The PC&CSO Manager will determine the work
prioritization, and ensure that operability and maintainability
aspects of the Complex are addressed Ensures that systems and
subsystems necessary to facilitate and expedite timely PC&CSO
Activities are clearly identified, tracked and optimized Attend
regularly scheduled Construction Status Meetings to ensure all
pertinent information is exchanged between Construction and
Commissioning Responsibilities include the generation of PC&C
Procedures, Operations and Maintenance Procedures. Has the
signatory authority/responsibility for any PC&CSO work permits
issued at site on behalf of the CONTRACTOR for the PC&CSO Zones
(Areas) Manages and control medium term and day-to-day operations
consultation with the PC&CSO Superintendents and Supervisors.
Establishes and maintains effective operating shifts to ensure
smooth running and efficient plant operation. Ensures that shift
changeover meetings are held at start/end of every shift between
incoming/outgoing operation personnel to ensure production
continuity and safety. Closely monitors process performances and
economics, initiating changes where necessary. Optimizes
PC&CSOM costs, chemicals and consumables Liaises with the
COMPANY Commissioning and Operations Managers during the
Engineering, Precommissioning and Commissioning Phases. Liaises
with the COMPANY Operations Manager during the Start-up Phase
Maintains close relationship with COMPANY operation department and
achieves high level of team communication through routine meetings.
