Job Description:
SUMMARY The primary purpose of the Program Director Real Estate
Services position in Facilities Finance is to provide leadership
and management for real estate functions including: capital
budgeting for real estate; negotiation of and supervision of the
negotiation of purchases and sales of real property; guidance to
property management as required; negotiation and supervision of
negotiation of leases; supervision of maintenance of land and lease
records and coordination of payments to landlords and vendors and
managing relationship with General Counsel's Office and UT System
in connection with such matters. In addition, the position requires
the planning and implementation of development plans, and
negotiation with City departments and with City and non-City
utilities and other aspects of land development.JOB SPECIFIC
COMPETENCIES Acquiring, Selling and Leasing Real Estate / Subject
Matter Expertise - Acquiring, Selling and Leasing Real Estate.
Negotiates and administers the sales, acquisitions and leases of
campus real estate assets. Manages due diligence efforts in
connection with real estate acquisitions. Develops real estate
financial and valuation analysis. Negotiates land development
matters, including procurement of utilities, necessary easements
and City approvals of development, closing of roads, and
negotiations with non-City utilities for certain services. Works
with the Office of General Council of UT System, the UTSystem Real
Estate Office and MD Anderson Legal Services to identify and
resolve legal issues and obtain necessary approvals by the Board of
Regents of The University of Texas System. Manages the preparation
of agenda items for internal approval by MDAnderson Executives.
Real Estate Subject Matter Expertise. Understands lease economics
and advanced real estate industry practices and effectively
communicates implications in layman's terms to MD Anderson
decision-makers. Manages relationships with commercial brokers and
leasing managers for the benefit of MD Anderson. Understands market
lease terms and principles of fair negotiations in connection with
commercial real estate transactions. Develops strategies, options
and recommendations for negotiation positions.Real Estate
Management - Responsible for the design, execution and
effectiveness of a system of internal controls which provides
reasonable assurance that operations are efficient, assets are
safeguarded, financial information is reliable, and applicable
laws, regulations and procedures are followed. Manages lease
transactions to verify values, purpose and compliance. Manages
relationships between landlords and tenants in connection with
subject matter expertise interpretation of lease arrangements.
Continually monitors the market price of real estate interests.
Negotiates market competitive rates for new and/or renewable
leases. Manages and ensures that rental payments are made each
month when due by directing staff who work closely with landlords,
tenants, finance, accounts payable, and others to confirm rent
receipts and disbursements are timely made.Real Estate Document
Control and Reports - Develops policies and procedures for
management of real estate administration. Manages document control
and reporting of current listing of all holdings, owned or leased.
Manages closing documents, deeds, lease records, lease expirations,
landlord-tenant contacts, property tax records, etc. Other duties
as assigned.Bachelor's degree in Business, Real Estate or related
field. Ten years experience in real estate law practice, appraisal,
development or sales and/or commercial space or ground leasing. May
substitute required education degree with additional years of
equivalent experience on a one to one basis. Successful completion
of the LEADing Self Accelerate program may substitute for one year
of required supervisory or management experience. One of the
following: *Texas Real Estate License issued by the Texas Real
Estate Commission *Licensed Attorney in good standing *Certified
Commercial Investment Member (CCIM) issued by the CCIM InstituteIt
