Summary:
INSPYR Solutions seeks a Cybersecurity Program Manager for its maritime client in Houston, TX. This person will lead the development and execution of a comprehensive compliance and cybersecurity program by synthesizing high-risk data and underutilized compliance information into actionable strategies aligned with business objectives. Ideal candidates will have experience architecting and building cybersecurity programs rather than delivering discrete projects.

Responsibilities: Lead the development and execution of a comprehensive compliance and cybersecurity program by synthesizing high-risk data and underutilized compliance information into actionable strategies aligned with business objectives.
Evaluate risk data from the Governance, Risk, and Compliance (GRC) team and organizational strategy to formulate prioritized remediation plans that are communicated effectively to executive leadership.
Take ownership of program management responsibilities from other team members and serve as the central point for integrating cross-functional inputs into a cohesive compliance strategy.
Drive compliance outcomes by consolidating activities across departments into a unified framework, ensuring consistent execution and reporting.
Translate risk registers, GRC reports, and strategic security inputs into a structured, organization-wide program that improves compliance posture and reduces risk exposure.
Build and maintain executive-level dashboards using advanced Excel (including PivotTables) and Power BI to present value and demand analyses, project estimates, and compliance progress.
Conduct value and demand analysis to estimate project costs and assess return on investment for remediation activities.
Own the integration of disparate data sources (e.g., GRC spreadsheets, security data) and stitch them into a unified reporting structure for executive consumption.
Collaborate with the Project Management Office (PMO) and demand management teams to ensure seamless program execution and alignment with strategic priorities.
Leverage tools like DRATA for continuous compliance monitoring and reporting.
Must be able to work with many project managers across multiple organizations to ensure delivery in scope and compliance, while allowing each PM to administer their project appropriately within their scope of work with their organization.
Simultaneously, this program leader must also be able to build a governance model that takes the broad, complex legal, regulatory, global, contractual and compliance needs across the whole of the client and work across Ethics and Compliance, Trade Compliance, Legal and the business to drive the development of policies, standards, architectures and procedures by which the client plans to meet those complex needs.
This governance team must act as a bridge between those complexities and the executing teams, which need simplicity and direction to comply.

Requirements: Senior-level program management (agile or waterfall, preferably understanding and ability to lead project managers in a matrix organization across both)
Take the compliance spreadsheet data and distill it into a set of actionable programs. Implement data loss prevention measures across those programs.
Own the spreadsheet analysis, consolidate and refine the information into an executive-level summary and presentation.
Lead and drive execution across cross-functional teams, including project managers.
Perform deep data analysis and translate insights into strategic guidance for leadership.
Organizational strategy, organizational agility, and strong leadership/collaboration skills
C-Suite, SVP, VP, and Director-level relationship building and maintenance.
The ability to mentor and develop other project managers.
The ability to influence up, across, and down in an organization.
The ability to take a complex set of tasks, projects, programs, and strategies and align them into a roadmap, dealing with all constraints, dependencies, and risks, and coalesce them into a functioning program. Strong documentation skills with that.
Strong presentation skills and the executive presence to go with it (presentation to C-Suite)
Ability to work with leadership and an organizational change management capability to drive organizational change.
Strong communication skills (verbal, written, and non-verbal)
10 years of project/program management, with increasing responsibility and a history of major projects and programs ($ 10- USD 50m)
Background in a strongly regulated industry is helpful but not required. Familiarity with implementing control frameworks in a complex mid-to-large-sized company.
Some background in infrastructure or software development will be helpful for context, but not 100% necessary.
Management or leadership experience is helpful but not required.
CISSP, CISM, CISA, or other certifications strongly preferred or relevant work experience
CMMC Certified Professional or CMMC Certified Auditor is both desired and not required.
