Duties

The Nurse Manager for General Mental Health Clinic has a key
leadership role within the General Mental Health Clinic (GMHC), an
outpatient clinic, reports directly to the Director of the GMHC.
The incumbent participates in the management of the daily
operational and administrative activities of the clinic as related
to nursing practice and the provision of interdisciplinary care.
The role of the Nurse Manager is to provide, direct, and supervise
the delivery of quality nursing care to a culturally diverse
Veteran population. The incumbent will have direct first-line
supervisory authority, responsibility and accountability over
nursing personnel who function in the GMHC, ensuring that they
provide timely nursing care which complies with generally accepted
standards of clinical practice.
- Takes a leadership role in utilizing problem-solving
methodologies to resolve system and/or process problems that impact
on patient care or staff performance at the clinic level.
Demonstrates role modeling, leadership, and sound clinical
expertise to improve the delivery of patient care using the nursing
process for patients requiring routine or specialized/complex
behavioral health ambulatory care.
- Develops creative, innovative strategies to resolve problems
and/or promote positive outcomes in collaboration with
nursing/medical center leaders. Collaborates with the Director of
the GMHC, the Mental Health Nurse Executive and other departments
as warranted in the application of nursing process to improve
outcomes for programs
- Delegate patient care duties and assignments based upon patient
care needs and competencies of nursing staff. Considers position
descriptions, and functional statements in making assignments.
Fosters critical thinking and self -direction in staff by guiding
them through the steps of problems solving which results in staff s
ability to independently and consistently manage similar situations
in the future.
- Performs program analysis of workload volumes, quality, and
character and develops programmatic changes as needed. Develops and
implements new programs. Actively participates in and promotes
initiatives such as Systems redesign, clinical reminders,
performance measures, and others.
- Maintains knowledge of current techniques, trends, and
professional issues to enhance own performance through continuing
education, current health care literature, and/or professional
affiliation Actively participates in professional nursing and
mental health organizations.
- Serves as a resource person in development, interpretation and
communication of standards, policies and/or procedures. Teaches,
counsels, and advises staff in patient care issues. Serves as a
clinical orientation facilitator or preceptor.
- Systematically evaluates and improves the quality and
effectiveness of nursing care delivery in the mental health clinic
as evidenced by positive outcomes. Identifies opportunities for
improvement and develops, implements, and evaluates plans that
result in improved patient care and/or productivity of providers at
the clinic level.
- Incorporates critical thinking skills in practice, and/or
decision-making areas and utilizes acquired knowledge to validate
or change work group practice when appropriate. Considers impact on
patient satisfaction of proposed changes in area and makes
recommendations when negative impact anticipated.
- Monitors employee performance and completes employee performance
evaluations for Registered Nurses, License Vocational Nurses and
Nursing Assistants
- Delegates or performs daily administrative duties (staffing,
scheduling, materials management, attendance, etc.)
- Conducts environmental rounds and collaborates with others to
address any deficiencies
- Conducts Performance/Quality Improvement initiatives as assigned
to ensure compliance with accrediting bodies
Pay: Competitive salary, regular salary increases, potential for
performance awards
Paid Time Off: 50 days of paid time off per year (26 days of annual
leave, 13 days of sick leave, 11 paid Federal holidays per
year)
Retirement: Traditional federal pension (5 years vesting) and
federal 401K with up to 5% in contributions by VA

Licensure: 1 full and unrestricted license from any US State or
territory
Work Schedule: Monday- Friday 8:00am- 4:30pm
