Job Description:
The Harris Center for Mental Health and IDD ("The Harris
Center") is looking for a Medical Director of Child and Adolescent
Services (CAS) to join our team. The Medical Director of CAS will
be responsible for core functions in medical staff services to
child and adolescent mental health outpatient clinics, and
oversight for program expansion (co-location sites), and other
programmatic development. The position will report to the VP of
Mental Health Medical Services. The medical director of CAS will
help develop and implement policies/procedures and overseeing
trends in care delivery for child mental health referrals
throughout the agency. The programs overseen include child
outpatient services, co-location outpatient mental health services,
Youth empowerment services (YES) waiver services, juvenile justice,
and other specialty programs. In addition, the role will be
primarily responsible to assist the VP of Mental Health Medical
Services to direct and coordinate the medical management, quality
improvement, transitions of care, and credentialing/onboarding
functions for child mental health providers. The candidate will
collaborate with Clinical staff, IT, medical staff, and medical
leaders to drive meaningful measurement and quality assurance as
defined by the Texas Administrative Code. Travel is required to
provide leadership presence in our outpatient clinics. The role
will have a split responsibility for direct patient care and
administrative leadership.
The successful candidate will have extensive experience in theory
and practice of behavioral health services, continuous quality
improvement, utilization management, policies and procedures as
related to child and adolescent medical services, data and trend
analysis, and leading child and adolescent outpatient medical teams
to effectively drive positive change within the organization.
What will you do:
Under the general supervision of the VP for Mental Health Medical
Services, the Medical Director of CAS will have clinical oversight
and supervisory responsibility. This position will have several
essential job functions, including medical staff management,
oversight of quality/safety reviews related to medical practices,
care utilization, and billing by medical staff, as well as an
overall organizational leadership role.
Essential Job functions
Provide direct clinical care through routine psychiatric care by
assessment, formulation, and direction of treatment interventions
for designated
Serve as a dyad partner to the Director of CAS who functions as a
clinical operational leader and collaborate closely with nursing
leadership, Medical Director of Adult Mental Health, and other
clinical leaders.
Develops and successfully carries out goals/objectives and sound
protocols that comply with the state's performance
contract/requirements, Medicaid/CHIP, and other designated
requirements related to the delivery of clinical care
Performs medical review activities pertaining to utilization
review, quality assurance, billing compliance, and medical review
of CAS services.
Provides oversight for Utilization Review and Pharmacy Services,
including financial operations and the appropriate and
cost-effective utilization of medications within divisional
financial controls.
Provides medical expertise in the operation of approved quality
improvement and utilization management programs in accordance with
regulatory, state, corporate, and accreditation requirements
Acts as lead business and clinical liaison to network providers and
facilities to support the effective execution of medical services
programs by the clinical teams
Assists VP of Mental Health Medical Services in planning and
establishing goals and policies to improve quality and
cost-effectiveness of care and service for members.
In collaboration with the VP of Mental Health Medical Services, the
Medical Director for CAS develops and successfully carries out
goals/objectives including:
quality improvement measures and compliance with
policies/procedures and quality standards
communicate ongoing and timely information impacting the delivery
of mental health services to patient/individual in an emergency
and/or disaster event
patient care monitoring activities to review the quality and
appropriateness of clinical care rendered
resolution of complaints related to physicians/nurses, pharmacy
services and other issues of quality improvement
transitions of care for individuals entering and leaving crisis
services and hospital-based settings, individuals transitioning
from child/adolescent services
Meets regularly with lead psychiatrists and attending psychiatrists
in CAS on patient care activities to ensure effective integration
of physician services into the organization care continuum.
Responsible for regularly monitoring physician productivity with
lead psychiatrists and attending psychiatrists, identifies and
coaches to improve individual performance, identifies clinic flow
issues and other system impediments (IT, No Show, Business office
concerns), and champions necessary improvements.
Ensures adequate physician coverage of services in partnership with
HR by actively participating in the recruiting, hiring, and
onboarding of all psychiatric providers.
Plans and implements interagency collaboration with community
medical schools to promote The Harris Center for Mental health
Residency Training through various universities, including
UTHSC-Houston and Baylor.
May participates in teaching and supervision of residents and
medical students doing elective or required rotations in the MHC
Division.
Interfaces with physicians and other providers to facilitate
implementation of recommendations to providers that would improve
utilization and health care quality.
Ensures the appropriate and timely use of criteria and guidelines
in the administration of behavioral health treatment.
Collaborates with other decision makers at the local and state
level in developing systems impacting the efficient integration of
clinical care.
Complies with agency policies and procedures accrediting/regulatory
bodies and performance contract documentation requirements.
Implements and/or champions safety concerns of patients and
staff.
Demonstrates ethical conduct in all clinical and professional
activities.
Performs related work as assigned. Adapts to changing work
What qualifications you will need:
Graduation from an approved College of Medicine or Osteopathy, with
completion of general psychiatric residency training, child and
adolescent psychiatry residency training preferred.
Must be Board eligible (and preferably Board certified) in General
Psychiatry with Child and Adolescent, and Forensic Psychiatry
preferred.
Experience preferred working in a forensic, criminal justice and
correctional setting. Must be licensed to practice medicine in the
State of Texas.
Must have a DEA number, a Texas Controlled Substance Number, and
Triplicate Prescriptions for duties
Required Knowledge, Skills & Abilities
Must have knowledge of various therapeutic modalities and DSM-V
diagnostic evaluation.
Must have basic knowledge of principles of the development,
implementation and documentation of individualized care and
treatment.
Must have the ability to evaluate patients, set up and carry out an
effective course of treatment utilizing the expertise of other
clinical personnel with a minimum of direction.
Must have the ability to work collaboratively with other
professional groups and possess the skill in preparing reports and
recommendations for administrative purposes.
