About the Department
H-GAC has a staff of 320 employees working in 10 departments
administering state and federal grants of more than $450M.The Human
Resource department supports this effort through recruiting,
training, compensating, and retaining talent at every level of the
organization.The HR department has a staff of six employees two of
whom are SHRM certified.The department currently utilizes Taleo for
sourcing, recruiting, and onboarding new talent, and is expanding
its automation through implementing the UKG suite of HRIS software,
scheduled for completion this summer.
About the Position
The Human Resource Director will lead a team of professionals in
planning, directing, developing, and coordinating the policies and
procedures of the Human Resource department. The Human Resource
Director is responsible for ensuring that the organization is
legally compliant with current labor law and implements the
organization's personnel practices in a fair and equitable manner
consistent with its core values.
Ideal Candidate
The ideal candidate will have proven ability to motivate, coach,
and grow an interdisciplinary staff of professionals across the
organization.The selected candidate will have a background in
strategic planning for right-sizing staffing with organizational
needs and resources.They will be knowledgeable in the labor market,
public sector employment, and hybrid work environments.Attributes
of a successful candidate include:
Excellent communication skills, both verbal and written
Experience in negotiation and arbitration on personnel matters
Experience in balancing staff requirements with fiscal
stewardship
Advanced time-management skills that allow for prioritization and
the ability to meet deadlines
Experience training managerial staff on management techniques and
performance management
Ability to be nimble and adapt to changing needs on short
notice
Ability to lead and delegate tasks as appropriate
Thorough knowledge of employment law and regulations in Texas
Experience working with temporary employment agencies for
short-term assignments
Experience negotiating benefits for employees through the proposal
and evaluation process
Proficiency with automated human resource and recruiting
software
Demonstrated ability to use Microsoft Office Suite and Asana
project management software
Leadership and Innovation
The Director of Human Resources will have the opportunity to
address several challenges and initiatives including:
Collaborate with managers and senior leadership to understand and
implement the organization's goals and strategy related to
staffing, recruiting, and retention
Identify training needs and develops a training program to ensure
competence and improve growth opportunities for employees at all
levels within the organization
Supervise the human resource programs including, but not limited
to, compensation, benefits, leave, disciplinary matters, disputes
and grievances, investigations, performance management,
productivity, recognition, morale, and occupational health and
wellness
Develop recruiting and staffing methods to attract and retain top
talent so that H-GAC is the "employer of choice" for applicants and
staff
Maximize use and design of HRMS system to produce analytical data
on trends and organizational goals
Coordinate with managers on developing and documenting performance
measures for subordinate staff
Develop and track departmental budget
Track and report on organizational personnel budget using various
tools such as spreadsheets, dashboards, and written reports.
Maintain knowledge of trends, best practices, regulatory changes,
and new technologies in human resources, talent management, and
employment law; apply this knowledge to communicate changes in
policy, practice, and resources to upper management.
Participate and represent H-GAC's Human Resource Department in
regional, state, and national organizations.
Plan and develop engagement opportunities for staff through events,
meetings, training, and community outreach.
Assure compliance with local, state, and federal reporting
requirements including EEO reporting, state salary schedule
comparisons, etc.
Education and Experience
Bachelor's degree in Human Resources or Business Administration or
related field.Master's degree preferred.
At least 10 years of human resource management experience for
organizations employing greater than 200 people.
SHRM-SCP highly desirable
Additional experience in the following is considered a plus:
-Executive-level experience in public service or nonprofit
organization
-Proven experience leading a large organization through
transformation and change management
-Understanding of federal and state funding compliance
-Proven experience negotiating and settling disputes and
grievances
