The Harris County Engineering Department provides opportunities to manage projects ranging from the design and construction of roads, bridges, parks, trails and bicycle paths. Position Overview:

Team Leaders are the linchpin to successfully delivering a client's entire portfolio composed of over 40 projects (valued at over $200M) across a wide spectrum of public infrastructure. The Team Leader ensures that project goals and objectives are achieved through allocating resources, facilitating project solutions, identifying and mitigating risk, and promoting team cohesion. This includes maintaining solid working knowledge of the team's project portfolio in order to rapidly respond to inquiries from the client or management, identify systemic challenges, and initiate solutions. The position directly supervises an average of 4-6 Project Managers and Assistant Project Managers with the possibility of additional direct reports as workload increases.

Job Duties:

  • Leads the Project Management Team in achieving program goals and objectives through mentoring, resource management, facilitating project solutions, and promoting team cohesion by encouraging a positive, working team atmosphere
  • Assist with consultant procurement and manages internal and external resources to adequately staff the project delivery team, including contract negotiation and managing the project budget
  • Promote project controls, tracking, and enhanced reporting using Project Management Software (i.e. eBuilder), which includes advancing projects from planning to design, to construction, to occupancy
  • Utilize the software to manage project scopes, costs, schedules and documents
  • Maintain responsibility, oversight and knowledge of the entire portfolio of projects assigned to the Project Management Team; meet regularly with department management and senior client representatives to discuss the Program
  • Identify and address risk to schedule, budget or performance with subordinate project managers and engage management as necessary to resolve issues and mitigate risks before impacting project delivery
  • Manage and supervise project managers, consultant, and other related subject matter experts in the preparation of planning and construction documents and complete ancillary support tasks to successfully bid and award capital roadway projects
  • Ensure that quality assurance, risk management, regulation compliance and permitting is properly executed utilizing the Project Management Institute (PMI) business model and works closely with the Capital Improvement Division leadership to track and report project status
  • Work closely with management to monitor and adjust internal processes that further promotes efficient project execution. This includes assisting with the development of written plans to document and processes for use by CIP staff, support staff, and outside team members to ensure project delivery consistency
  • Conduct the full range of supervisory duties for assigned Project Managers to include (but not limited to): workplace safety, training and development, performance management, staffing, policies and procedures, and balancing workload

Requirements

Education & Experience:

  • Bachelor's degree in Engineering, Engineering Technology, Construction Science or Construction Management from an ABET accredited university
  • A minimum of ten (10) years of professional experience in project management or design of civil works projects in a professional team or resource group environment including:
  • At least five (5) years focused on project management of transportation related projects OR
  • At least five (5) years managing civil engineering design or project management teams

Knowledge, Skill & Abilities (KSAs):

  • Strong written and oral communication skills
  • Excellent interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization
  • Ability to read and comprehend construction plans, estimates and specifications
  • Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules
  • Valid driver's license (Texas upon hire), a good driving record and, the ability to drive a County vehicle to various job sites as needed to accomplish tasks

Physical and Environmental Requirements:

Physical ability to perform job duties in both indoor and outdoor environments to include: walking, bending, climbing/descending slopes and stairs and standing for extended periods of time. Must be able to work at heights, on ladders, scaffolding and aerial lift or under-bridge inspection equipment.

  • Bachelor's Degree in Civil Engineering with a focus on transportation or a similar field
  • Fifteen (15) years of project management of civil works projects
  • Ten (10) years in road and bridge projects
  • Proven work experience as a team leader or supervisor
  • Experience using eBuilder cloud-based project management software
  • Licensed Professional Engineer
  • Project Management Professional (PMP) certification
  • Certified Floodplain Manager (CFM)
  • Certified Envision Specialist (ENV-SP)

General Information

WORK HOURS:

  • Monday to Friday
  • Subject to Early Mornings, Evenings, Weekends & Holidays

LOCATION:

  • 1001 Preston - Houston, Texas 77002

SALARY:

  • Commensurate with experience
  • Based on 26 pay periods
