- Questions Job SummaryUnder administrative direction, is
responsible for continuing to grow the R&D program, a
pioneering City of San Antonio-driven partnership effort meant to
foster evidence-based policymaking to improve outcomes for
residents. Coordinates studies and projects to completion while
keeping management informed of progress or problems, as required.
Serves as a project coordinator or team leader on special
assignments. Working conditions are primarily inside an office
environment. The R&D Administrator is also responsible for
establishing, implementing, tracking, and reporting on Master
Research Agreement(s) with local public institutions of higher
education. Exercises direct supervision over assigned staff.Work
Location100 West HoustonWork Schedule8:00 a.m. - 5:00 p.m., Monday
- Friday This position is an "unclassified" position and has no
disciplinary appeal rights to the Municipal Civil Service
Commission. This position is likewise subject to at-will employment
status and can be terminated at any time for any reason. Essential
Job Functions
- Plans, organizes, and coordinates organizational planning to
improve the effective utilization of human and other organizational
resources.
- Consults, communicates, and manages expectations at all levels
on complex operational, organizational, and resource problems.
- Analyzes policies, practices, systems, procedures, workload
standards, and organizational structures via establishing long term
and short-term strategies.
- Prepares comprehensive recommendations aimed at resolution of
organization, management, and employee utilization problems and/or
opportunities. Reports complex information in clear and concise
manner via presentation. To include report writing, slide
presentations, diagrams, and data visualizations.
- Proposes future organizational configurations to meet
performance metrics and milestones of the city through the
understanding of data driven insights.
- Maintains contacts with other organizations and consultants to
obtain and exchange organizational and human resources information
to include website, work plans, and annual plans.
- Evaluates staffing requests and recommends staffing levels to
ensure the efficient and effective utilization of human
resources.
- Conducts workshops for discussing study findings and
recommendations.
- Develops City-wide organizational relationships and functional
responsibilities adapting the 'ideal' organization to fit current
conditions and demands for municipal services.
- Reviews the formal literature on organizational planning to
adapt new ideas for the City.
- Prepares and monitors division budget.
- Assists the City Manager's staff on special projects, as
requested.
- Performs related duties and fulfills responsibilities as
required.Job Requirements
- Bachelor's Degree from an accredited college or university with
preferable coursework in Public Administration, Business
Administration, or a related field.
- Four (4) years of progressive responsible experience in
organizational performance review, human resources planning, and
statistical analysis, preferably in municipal government.
- Or Equivalent combination of education and experience.
- Valid Class 'C' Texas Driver's License.Preferred Qualification
- Master's degree from an accredited college or university with a
concentration in Business Administration, Public Administration,
Information Science or a related field.
- Seven (7) years experience in planning, procurement,
deployment, and support of technology solutions; client
relationship experience and accountability for complex tasks and/or
projects required.
- Three (3) years experience advising and providing expertise to
the organization on strategic business objectives, to include
tracking of key metrics, budget plans, and return on
investments.
- Three (3) or more years of leading communication and innovative
strategies to proactively identify business priorities to executive
leadership and business partners.
- Experience influencing creative and proactive solutions for key
risks, priorities, and trends.
- Knowledge of Smart City technologies, data, Internet of Things
technologies (IoT) and user-centered design approaches.Applicant

two years of related full-time experience for one year of higher

One year of full-time experience is defined as 30 or more hours
worked per week for 12 months. One year of higher education is
defined as 30 credit hours completed at an accredited college or
university.
- Applicants selected for employment with the City of San Antonio
in this position must receive satisfactory results from
pre-employment drug testing and background checks. If required for
the position, a physical, motor vehicle record evaluation, and

- Ability to apply mathematical and statistical methods to
organizational studies.
