Thacker Pass is the largest known lithium resource in the United
States and the next large-scale lithium mine. The project has all
permits required to commence construction, which is expected to
start in 2023. Engineering design and procurement of long-lead
equipment is underway, with early works being coordinated. This
project falls under the Lithium Americas umbrella of Lithium Nevada
Corporation (LNC). Project site is located -3 hours northeast of
Reno at the southern end of the McDermitt Caldera in Humboldt
County, NV, and -25 miles from the Nevada-Oregon border (or -1 hour
northwest of Winnemucca, NV). The Project will be developed as an
open-pit mining operation using conventional, continuous mining
equipment. Given the soft, clay nature of the deposit, minimal
blasting and crushing is anticipated. The ore will then be
processed in a leaching circuit using sulfuric acid to liberate the
lithium from the claystone. Following the leaching process, the
lithium bearing solution will be purified using crystallizers and
reagents to produce battery-quality Li2CO3. The Thacker Pass site
has a flat and expansive terrain which allows for a very compact
footprint and for future potential expansions. Bechtel will have
responsibility for the full EPC/EPCM scope.
Position SummaryThis is a supply chain specialist role with a focus
on contracts. Performs all tasks involved in the formation, award
and administration of contracts, with select formation and
administration of purchase orders as needed. Communicates with
bidders and stakeholders within Bechtel to establish clear
definition of requirements and to assure performance to the stated
project requirements. Assists and conducts meetings as needed to
perform the work.
Supervision Received:
- Reports to and receives supervision and guidance from the
assigned Project Contracts Manager.
- Receives functional guidance from the global business unit
Manager of Contracts and Procurement.Contracts:
- Maintains working relationships with contracts personnel and
other internal stakeholder personnel to perform assigned
duties.
- Maintains working relationships with bidders involved with the
performance of assigned tasks.
ResponsibilitiesDevelops and issues contracts and services
agreements as assigned by performing the following:
- Prepares bidders' lists.
- Pre-qualifies bidders.
- Forms bid request packages.
- Issues bid request packages to approved bidders.
- Coordinates bidders' questions and answers to those
questions.
- Receives bids.
- Evaluates bids commercially.
- Prepares Commercial Bid Summary and recommendation letter.
- Recommends and secures approvals in accordance with established
procedures.
- Prepares contract documents for execution.
- Prepares and maintains control and status reporting
documents.
- Prepares and organizes assigned contracts sponsored meetings,
such as bid clarification and pre-award meetings, for the purpose
of ensuring complete understanding and agreement between Bechtel,
the client and contractor on all contractual matters. After
reviewing plan and agenda with supervisor, conducts meeting and
prepares and issues meeting notes delineating important statements,
required actions and schedules.
- Assists project contracts team when instructed in solving and
attending to administrative problems on commitments involving high
monetary expenditure or risk, engineered technical specifications
or supplementary commercial conditions.
- Communicates with stakeholder personnel to assist, guide, and
plan the processing of service requisitions for all project
contracts.
- Administers moderately complex contracts. Broad knowledge and
experience in (sub)contract administration required. May
participate in contract negotiations.
- Assists when instructed in the planning, staffing, work-hour
calculations, budgeting, and contract procedures preparation.
- Ensures that project contracting of goods and services is
consistent with established directives, management instructions and
contract procedures.
Qualifications and SkillsBasic Qualifications:
- Bachelor of Science or post-graduate degree, in Business
Administration, Finance or related field and a minimum of 5 years
of relevant work experience.
- Minimum 12 years' experience in commercial aspects of contract
formation and administration.
- Proficiency in all phases of the formation and administration
of contracts and contract agreements, including types, terms, and
legal requirements.
- Skilled in working with and communicating effectively both
orally and in writing with other project functional groups,
including Project Management and other service organization
leaders.
- Working knowledge of change management procedures pertaining to
Requests for Information (RFIs), change notices, change orders,
amendments, and claims and dispute resolution.
- Working knowledge of procurement regulations, policies, and
practices. Practical knowledge of US Government contracting
requirements, cost reporting, and generally accepted accounting
practices is an asset.
Additional Qualifications:
- Additional specialized training or certifications in the field
