General Description: Responsible for coordination of Infrastructure construction repairs involving drainage channels, detention basins, outfalls, slope failures, and other types of repairs on open waterways within Harris County. Job duties involve project coordination with contract and in-house construction personnel, interaction with the public and frequent field visits. Duties will include, but are not limited to the following: * Coordinate and monitor construction work in progress to assure proper methods of construction are being deployed and standards are being met to plan specifications. * Preview contracts for scope of work and specifications and compare to actual site conditions. * Review progress reports, daily work reports of contractor work, recommendations, notifications, confirmations, and other documents relating to construction projects. * Review contractor pay estimates for accuracy. * Prepare documents and exhibits for investigations concerning utility conflicts with proposed projects. * Visit project sites and determine if the repair is to be assigned to a contractor or District forces. * Update, prepare and review data bases and spreadsheets. * Schedule and determine project priorities and monitor deadlines. * Meet with various representatives involved with a project's construction phase for informational exchange including progress reporting, scheduling, lower-level problem resolution, changes, revisions, etc. * Perform preliminary site evaluations and estimate project costs. * Assist in preparing upcoming bid packages for new contracts. * Examine documents such as contracts and schedules, requirements, exclusions and exceptions. * Prepare and submit forms and exhibits for Environmental determinations and HTW requests. * meet with property owners to obtain Temporary Rights of Entry when necessary. * Assist with Department Manager's duties during their absence. * Perform other duties that may be added or changed as the course and scope of the job directs. Education & Experience: * Requires high school diploma. * Requires a minimum of five years of construction experience including working with project plans. * A Bachelor's degree related to construction in Civil Technology, Construction Science, Construction Management, or related degree in that field with two years of construction experience working with project plans is a plus. * Solid knowledge of Microsoft Office Professional (Outlook, Word, Excel, Access). * Must be able to read and interpret maps, plat information and property deeds. * Must have strong organizational and administration skills. * Must use proper grammar, correct spelling and punctuation, simple formats and filling systems. While performing the duties of this job, the employee is exposed to weather conditions prevalent at the time: * Approximately 50% of duties will be performed outdoors where there will be routine exposure to significant levels of heat, cold, moisture, air pollution, wind and dust. * Approximately 50% of duties will be performed indoors in a normal office environment with acceptable lighting, temperature, air conditions and noise levels. * When at field locations, may be exposed to significant levels of wildlife and flying/walking insects, vibration and/or noise in excess of 85 decibels.
