Summary:
The Pipeline Compliance Analyst assists DOT and other pipeline
compliance program functions and provides support to Operations on
pipeline compliance tasks.
Principle Duties & Responsibilities:
- Maintains (or acquires and maintains) expert knowledge of
Summit Midstream Plans and Programs surrounding: Operator
Qualification, Integrity Management, and Public Awareness. This is
accomplished through extensive reading of the statutes and
regulations and consultation with other members of the Asset
Integrity team responsible for the Plan(s).
- Facilitate Summit DOT Compliance programs including Operator
Qualification training and tracking for Summit personnel, Public
Awareness, Operations and Maintenance (O&M), Integrity
Management (IMP), Control Room Management (CRM), and state specific
regulatory programs.
- Update and maintains inspection policies, procedures and
programs designed to minimize deficiencies and ensure compliance
with existing Federal, State, and local laws, regulations,
licenses, permits, and ordinances pertaining to pipeline
safety.
- Recommends improvements in processes, management systems,
procedures, and operating equipment to comply with DOT
requirements.
- Performs internal audits to determine effectiveness of programs
and identify issues and noncompliance.
- Identifies potential or actual areas of non-compliance through
personal on-site inspections.
- Maintains compliance manuals, policies, and procedures on the
portal according to company policy and regulatory
requirements.
- Collects DOT information for reports to management, state
regulatory agencies, and PHMSA.
- Independently determines and develops approaches to solutions
and obtains management approval for implementation.
- Assists in developing and conducting DOT training and emergency
preparedness.
- Participates on teams for company projects.
Education & Experience:
- Bachelor's degree in a technical field OR equivalent field
experience and training to demonstrate understanding of DOT and
state pipeline regulations
- Candidate will have experience in office and field
environments.
- Prefer candidate have 2-4 years or more related pipeline
regulatory or pipeline industry experience in a professional
capacity
Knowledge Skills & Abilities:
- Knowledge of DOT regulations; including, but not limited to, 49
CFR 190 through 49 CFR 199.
- Experienced with legislative and regulatory processes,
interpretation of regulations, and development of programs to
comply with regulations, etc.
- Advanced mathematical and analytical abilities.
- PC skills including knowledge of Outlook, Word, Excel, and
Power Point.
- Strong communications (verbal and written) and interpersonal
skills.
- Ability to work under pressure and meet deadlines and
schedules.
- Handle complaints from public in a diplomatic manner to avoid
or minimize conflict.
- Must be detail oriented in completing required paperwork.
Physical Demands and Working Conditions:
- Must be able to exert up to 20 pounds of force occasionally,
and/or a minimal amount of force frequently to lift, carry, push,
and pull or otherwise move objects.
- Ability to sit for prolonged periods of time
- Able to view computer terminal for long periods of time.
- Candidate must be able to travel for business meetings and
audits, hear and be heard, prepare written communications, present
information to others, and enter data into various computer
programs.
- Work is performed in an office environment with frequent travel
to remote locations.
- Travel requirements of 30% or more within operating areas
located in the United States.
